RHInterchange

The RHInterchange is a web-based information system designed to improve the agility, reliability, and customer service of contraceptive supply programs resulting in increased availability of products for country programs. It is a major strategy of the Reproductive Health Supplies Coalition -- a global effort to address reproductive health supply issues.

Through the consolidation and open exchange of reproductive health commodity procurement data, the RHInterchange will:

  • Improve the collection and use of contraceptive commodity management information by and among major purchasers of contraceptives for developing countries.
  • Improve the efficiency and cost-effectiveness of contraceptive programs.
  • Show the benefits of collaborative planning and management among contraceptive programs.

The RHInterchange standardizes a daily transmission of data from participating procurement agencies allowing users to create reports based on country, recipient, and product information. Currently, the RHInterchange includes data from the three largest procurers of reproductive health supplies: the International Planned Parenthood Federation, United Nations Population Fund, and U.S. Agency for International Development. It will expand the number of sources of reproductive health commodity procurement information in the near future. Click here for more background about the RHI and separate navigation instructions.

Use of the RHInterchange

The RHInterchange can be used by procurers of reproductive health supplies to plan and allocate funds for supplies; by MOH procurement planners and donor agencies to facilitate coordination and collaboration; and by journalists and advocacy groups to support awareness raising efforts.

Anyone can access the major data in the RHInterchange. For more in-depth data on specific country shipment history and shipment details, users in these countries must register and request permission. To begin using the RHInterchange, select any of the links in the Reports section to the left. A login is not required at this point. Access to these reports is open to anyone. It is recommended that first-time users read about the reports (click on More Info in the Reports section to the left), as well as familiarize themselves with the data. Notes about the Data are included below.

Notes about the Data

IPPF Data

IPPF data reflects purchase orders from early 2002 to present. IPPF provides updates to the RHInterchange on a daily basis.

UNFPA Data

UNFPA data reflects purchase orders entered in UNFPA's system between January and September 2003, and 2004 to current day. This information includes purchases made with UNFPA funds as well as purchases where UNFPA was the procurement agent (i.e., where UNFPA purchased items on behalf of a country government or another institution, using a donor, government or institution's funds). Where UNFPA acted as the procurement agent, the RHInterchange displays the information by Funding Source (i.e. not as "UNFPA").

Notes on 2003 data: All UNFPA shipments for this period have been assigned a shipment date of December 31, 2003, regardless of the actual shipment date. Dollar values for each purchase order are based on the obligated amount, which includes the costs of procurement, shipping, and related insurance. Quality assurance costs (i.e., sampling and testing), which are covered by separate purchase orders in UNFPA's system, are included in the RHI as part of the commodity purchase order's value, wherever possible. Recipient information, while listed as the UNFPA office in country, is most often the Ministry of Health.

Notes on 2004 to current data: Because this data comes from a different (new) procurement system, information differs from 2003 information. Dollar values for this data are based on global prices, by method, which include unit cost, shipping, testing and any other related costs or fees. Thus, they do not reflect the actual cost to country for a specific shipment, but rather, reflect a general price. In addition, due to the original procurement system's ability to assign default codes where information is not entered, a number of purchases are assigned to "United States". To find out the actual country where those shipments were sent, one must inquire with UNFPA.

UNFPA provides updates to the RHInterchange on a daily basis. For additional information, please contact the UNFPA Procurement Services Branch at procurement@unfpa.org, or visit http://www.unfpa.org/procurement/.

USAID Data

The RHInterchange receives daily updates from USAID, and contains shipment data from 2000 to the present.

For additional information about USAID contraceptive donations, please visit the My Commodities section of the USAID | DELIVER PROJECT web site. The underlying database is the source of contraceptive and condom shipment details to the RHInterchange.

The USAID | DELIVER PROJECT web site also features information about the commodity security status of USAID-supported countries, reference materials on commodity security and logistics, and links to other sources of information.
